All of the traditional Taco Bell menu items contain cheese and/or sour cream, rendering their allergen chart pretty well useless. But fortunately, a few years back they started "Fresco-style" a way to order without cheese, sour cream, or sauce. They have expanded this creating a Light Fresco Menu which is completely milk-free. See below for the options.

Also, from the Taco Bell website, "In some restaurants, fish, chicken and potatoes may be prepared in the same oil. Please ask the manager about this practice if you have an allergy to fish or milk."

 

No Dairy (Milk) Ingredients (use caution due to cross-contamination potential):

  • Tacos - Fresco Crunchy Taco, Fresco Ranchero Chicken Soft Taco, Fresco Grilled Steak Soft Taco, and Fresco Beef Soft Taco
  • Burritos - Fresco Chicken Burrito Supreme®, Fresco Steak Burrito Supreme®, Fresco Bean Burrito
  • Sides - Nacho Chips, Red Strips, Mexican Rice, Chili (w/out cheese), Potato Bites
  • Sauces - Salsa, Guacamole, Fire, Green Chili, Green Tomatillo, Hot, Mild, Pizza, and Red
  • Salad Dressing - Creamy Chipotle
  • Meats - Carne Asada Steak, Seasoned Beef, Shrimp, and Southwest Chicken
  • Breads & Shells - Pizza Shell, Flat Bread, Tortilla, Taco Shell, Red Taco Shell, Tostada Shell, Chalupa Shell, and Taco Salad Shell
  • Dessert - Cinnamon Twists

No Dairy Ingredients, but Made on Shared Equipment with Dairy-Containing Menu Items:

  • Dessert - Fruitista Freezes

Special Order (use caution due to cross-contamination potential):

Beyond the Fresco Menu, at the time of our review we found all of their meats, beans, veggies, breads, and shells to be milk-free (check as things do change, and some menu items may not have been in the ingredients listings!), so you can customize most of their menu items by requesting no cheese, no sour cream (or subbing it with guacamole), and no sauce (or requesting one of the sauces or salad dressings above). This includes the tacos, burritos, chalupas, gorditas, and salads.

how is that dairy free? 
 
I order a hard shell taco and sub the meat for beans with no cheese. My 3 yr old loves it.

It does look a bit confusing, but they will substitute salsa for the sauce and cheese (rather than or) should clarify the statement. It is not intended as subsitute with cheese. I hope this makes sense! Fresco style is the way to go!

When I'm feelign low and need a quick pick me up or a quick meal in between the million and ten appointments, I grab a #8 at taco Bell- 3 tacos, fresco style- with a drink! I love it!! It's cheaper and safe - that's what's important- and the taste is great too- a wonderul bonus!!

Order off the new fresco menu!! Everything is non dairy on there! I get the zesty chicken border bowl from that menu. They take off the cheese and ranch and add a salsa.

Don't forget "without sour cream" too! "Supreme" means that they add tomatoes and sour cream.  
 
Most times they'll substitute tomatoes for the cheese, and give the price of the regular taco, and not charge you for supreme.

I couldn't tell you as they don't list ingredients unfortunately, and I haven't been to a Taco Bell in decades, but the allergen chart - http://www.yum.com//nutrition/allergen/allergen_tb.asp - lists the Mexican Rice as containing milk. Perhaps they top it with cheese or use a seasoning that has whey or milk powder.

Albeit the most unhealthy sounding rice I have ever heard of, casein/milk isn't listed as an ingredient in the rice (either version) on the Taco Bell website - http://www.yum.com/nutrition/ingredient-statement/. If you could verify where you got that information, that would be great.
